During 1984, the Minister for Housing, Mr. Frank Walker, made a commitment to put the principle of tenant participation into practice. A year later he launched the Department of Housing’s Tenant Participation Policy which would give public housing tenants in N.S.W. a greater say in the planning and management of their homes and communities. This move coincided with a strengthening of the tenant participation principle in the renegotiated Commonwealth State Housing Agreement of 1984.

The Minister based the N.S.W. policy on the belief that tenants should be included in the decision making process which affect their everyday lives and that funding was needed to ensure the development of strong democratic tenants associations. The Department of Housing recognised the need to tap into the knowledge and experience of its tenants. In August 1984, the Minister appointed a Committee compromising tenants, community housing organisations, the Housing Commission and his Housing Policy Unit to organise a conference on tenant participation. SWRTA has been operating since 1984. When it begun it was originally based around safety and security empowerment for residents to collectively have a voice.

Now as we continue to move forward SWRTA faces the reality of change with the social housing sector changes including social housing integration and the public/private partnership, redevelopment of estates and ever-changing policies.
